CT Home Care Program for Elders (CHCPE)
Share |

This is Connecticut's Medicaid waiver program providing a comprehensive array of community-based services to low-income elderly. CHCPE is governed by Section 17b-342 of the Regulations of Connecticut State Agencies. The Department of Social Services (DSS), Alternative Care Unit administers the CHCPE through contracts with three "access" agencies to manage and coordinate client care in five regions of the state.

The "access" agencies conduct comprehensive assessments of all applicants, develop plans of care, and arrange for the provision of services by home care agencies to each individual. Access agencies also monitor and coordinate individuals’ services through care management.

CHCPE rules require that home health care services (e.g., nursing, physical therapy, speech therapy, occupational therapy, home health aide, etc.) must be provided by a Licensed Home Health Care Agency. Homemaker-Home Health Aide only agencies need to be Registered Homemaker-Companion Agencies (as of 10/1/06), and not necessarily Licensed Homemaker-Home Health Aide Agencies.
